I've had to SPS the three I've done as they would throw a VIN mismatch and deny security access since the ECM VIN and the CIM VIN were different. The software update was only available in new TIS, not old. In the software update description it even says something about unlocking CIM to be used on all years.
Force Ignition Key Release is on my version 148.000. Just checked. Put my finger in the key hole, hit release, and turned it all the way to ON.
Also, during CIM programming the programming process overrides the ISM and allows you to turn it from off to on without a matching key to gain security access which is necessary to program the CIM.
