Even with using the special tool to hold the WP sprocket, 50% of the time the BS chain tensioner slips to the next notch. I think sometimes they are already close but messing with the chain pops it to the next notch.
With 9-3SS waterpump jobs now, I usually quote including R&R of the timing cover and replace the BS tensioner and two guides. Have seen many (25+) failures on the 2.0L now that these are getting some miles on them. This way you don't fall into your position of finger pointing (I agree though it should be reset by the tech). Perhaps level with him and pay for the timing cover gasket, tensioner, guides and engine oil. These vehicles usually need RH engine mounts too. Allow him to charge of couple hours to essentially split the job.
With 146k miles your BS tensioner guide is on borrowed time anyway.
