Its designed as a breaker to the positive battery cable starter lead in front of the engine. The UEC is still powered in the event of an accident (onstar) and lighting. The breaker is tied into the airbag system. Mid year '06 and later didn't get this switch on B+. If you remove it, the airbag system light will be on.
Its not a switchable switch to prevent battery draw. You need to have a parasitic load test performed to trace down a module or relay not properly turning off.
