Don't know the definition of "positive" or "negative" as defined by the industry, but the toe is always "in" as in "pigeon toed" (if you were a human... or a pigeon). Would a more-toward-neutral setting improve wear? Some, no doubt, but if it were the major driver of the wear you are describing, the wear would not be uniform across the tread. The major driver for the wear rate you are describing (half the tread in 10,000 miles, but uniform across the tread) is the tread compound. Performance? Again, anything in the "Acdeptable" range will yield good handling. The one time I took my 9-3 in for an alignment I thought the handling was outstanding, but they (NTB North Canton, OH) found both ends out of spec, and adjusted it back comfortably into the zone. I really didn't notice much of a change in handling.
The front adjustment is pretty simple, and frankly I don't know why the tech didn't set it to the middle of the range instead of accepting a marginally acceptable (but still acceptable) setting. When you took the car in, did you complain about the car "wandering" or "drifting?" Rear toe? I have to admit I don't know how it's set on the 9-3 (it's done with shims on the OG 9-3 and 9-5), so I'll refrain from passing judgement on the tech on that end. But if he didn't tweak the front end...
