You can assume anything but without proper receipts showing work completed there isn't much to know for sure. Heck I have seen multiple invoiced and paid ROs from a previous central Florida Saab dealer for work which was obviously not completed at all.
Best way to evaluate the age of the radiator is to look at the top of the unit for the Valeo/GM sticker. On there you will see a date of manufacture, Day/Month/Year. The replacement units from Valeo also come with dates of manufacture.
