A normal outside temp reading on the display should be enough to rule out the temp sensor being part of the problem.
One more crucial thing to confirm is if it is enough R134a liquid in the system so that the pressure switch actually allows the compressor to start.
This is not an easy thing to check for a layman since you need a gauge of sort and that will not even be very accurate if it is some liquid left in there but not enough to satisfy the pressure switch.
A quick but dangerous way to check is to "pop" the schrader valve with tool and see if some freon rushes out. The danger with this is that you can get freeze burns very quickly if the schrader valve decided to stick open and you will empty the system if it is full. So I don't recommend this unless you know what you are doing.
