Since you have not generalized mechanics I will only state that our most picky customers tend to be engineers and architects(the glaring exception being a concert violinist).
There are some built in delays in the fuel system and in the trans software that are designed to save the driveline mountings in the event you lift off the throttle and then floor it with the turbo spooled up but this does not sound like the case here. Are the engine RPMs increasing but the car is not accelerating? Could this be a fuel quality issue? The comment that it seems less of a problem in colder weather might indicate that the engine is knocking and the boost and timing are being dialed back by the computer. cooler intake air does reduce engine knock so you shoud expect more performance(aside from the whole denser air more 02 thing).
Even if you are buying good gas you might want to switch brands and see if that helps. I drive a 1970 Mercedes 280SL that is tuned to the very edge of spark knock and belive me when I say that 93 octane isn't 93 octane everywhere particularly on the interstate where I have actually had to detune my car on the side of the road to avoid damaging a very expensive engine.
Beyond that if they are giving you a comperable loaner car and it doesn't do the same thing can you demonstrate this to the dealer? The Tech 2 should have a readout for knock sensor output, it might tell alot on a testdrive.
