Possible Seized Caliper? Help needed!

Hey folks...
Let me explain my situation. I bought a 2003 9-3 Linear in June. I bought the car with 28,000 miles on it. It now has 39,000. I have not had to do any work on it....until now.
Two days ago I heard a very loud metal on metal noise coming from the driverside/front wheelwell. I checked it out and say that the outer brake pad on that wheel almost is down to the backing plate. The pads on all the other wheels still have a little less than 1cm of material on them.
The noise has gotten worse and worse, but I think that if I act quickly I may be able to salvage the rotor. Does this sound like there may be an issue with the caliper itself? Would it be silly to put new pads on the front if this is going to happen again? Brakes are out of warranty at 15,000 mi., but since there may be an issue with the caliper sticking/seizing I was hoping to persuade the dealer into checking it for free. What would you guys do? Budget is a factor as well. I could probably do the pads myself for ~$100.
