I think you answered your question. T7 looks at the following parameters for boost control: engine knock, intake air temperature, intake pressure, throttle position, cruise control ( active or not), gear position and rpm. IN order to have smooth drivability, T7 will not allow full boost under part throttle at any rpm. T7 will dump excess pressure through the BPC valve (boost pressure control valve)into the inlet part of the turbocharger. T5 also has similar parameters to follow and limits boost the same way. If you drive an old body 900 ( pre 94), you'll notice full boost can be achieved at part throttle positions.
