I had to get my mind right about what was going on at part throttle. This is basic internal combustion stuff. When cruising at say 3000 RPM, the cylinders can't get as much air/fuel as they'd like because the throttle is restricting, hence the negative manifold pressure. Because there's less air/fuel in the cylinder, there's less power during combustion, and less exhaust gas produced which means less turbo spinning (and no "boost").
BTW, does saab use a wastegate to limit maximum boost?
