Got into a chain collision in my new Vector =(

Oh my god.
I barely got my new vector for a week and I got into a chain collision.
I think I was doing about 50mph on the highway when the cars in front came to a sudden screeching halt and I slammed the brakes!
Well the brakes worked great and I stopped just a whisker of this white Toyota Celica in front. Just when I was about to say "Phew!", this bitch in an old Toyota Camry came slamming into my rear and I think I almost snapped my neck from the impact.
Well I rushed out to check my damage to the rear (I had no damage to the front cos I braked in time, and the Celica was fine too). And to my surprise it was not as bad as I had imagined. Only the plastic bumper had a huge dent and the parking sensor was off.
Now at this time, all the cars in front of mine (incl the Celica) had drove off so I guess they pretty much had no damage like the Celica. So it was just me and the bitch in the Camry left on the highway. Now she gave me her phone number and said we will exchange information later cos she doesn't want to block the highway. I gave her my cellphone number, she called me and I saved her number. But before I could copy down her vehicle liscence plate number, she sped off.
I made a previous phone call to her and she said she would prefer to settle off-insurance so as not to affect her premiums, I actually called her a while ago and now she claims that she is not taking any liability for my damages and "her dad thinks we should just settle our own damages". I'm not too sure about traffic bylaws and I cannot really affirm that the stupid girl was totally at fault but I think getting hit in the rear by someone and having to settle for the damage to your own car sounds simply ludicrous. Wasn't it her fault since she wasn't keeping a safe following distance from my car and couldn't brake in time? Well i did with the Celica in front and my front came out fine.
Now she refuses to give me any further information about herself. It is now more than a day since the accident and I haven't called my own insurance yet. Should I report this matter to the police? What should I do?
