File a police report AND call your insurance company!
Let the insurance companies fight it out. That is what they get paid for. Call her and let her know that you are filing a police report for hit and run since she essentially told you that she would resolve the matter with you and now her actions are indicating that she is taking no responsibility for her actions. See if this changes her course of action.
Do a reverse phone lookup on 411.com or similar to see if you can find out who she is (name, address, etc.).
Just a note, ALWAYS get the other person's name, address, and driver's license number. Don't let them pull away with the "I don't want to block traffic BS line". Tell her to pull up the road and over to the shoulder and then you can exchange information.
