The old Audi/VW 4 is a 1.8L unit. Generally, it is a rule of thumb that engines below 2.0L can do well without balance shafts. Engines bigger than that are generally considered to be too rough without balance shafts. I have a book on engine theory that was written by a former Ricardo design engineer that mentions this "rule of thumb." I remember reading this somewhere else as well.
