Yes, the SID (Saab Info Display) makes the noise with a speaker... same as the seatbelt warning chimes. Very easy to remove, just get a small flat screwdriver, place in the gap beside the SID, and Very carefully pry out the SID. As soon as it comes out a little, you should be able to grab a hold of it, and pull it out. One plug to disconect (carefully).
The Link below provides pics/details on actually fixing missing pixels on the SID, but will also allow you to get to the speaker. Be careful getting the casing off, don't force anything. You have to remove the case at a bit of a strange angle. If it doesn't work first go, reposition it, and try again.
As for making it quieter.... to be honest, I haven't tried. The speaker is obvious, about the size of a quarter, with a rubber ring around the top. Maybe sticking some thick double-sided tape to the top of it may make it quieter? I don't suggest you put anything in there that could dis-lodge and move about, for fear of shorting out something.
I hated the ticking noise at first, but I have just learnt to live with it. As with most noises, you become familiar to them, and don't notice them after a while! Kinda like living next to a train line! :-)
