For new cars turbo or not I vote for ~ 15 sec on or off

It definately doesn't hurt to give it a moment even if there is no specific recommendation any more. Exceptions are cold weather with a cold engine ~ 30 sec min and then drive off very slow and easy (gradual throttle inputs) until things warm up. If you have driven a turbo changed car very very hard I'd also go longer than my ~ 15 second rule.
Again these aren't official recommendations or anything but I think it is good sense. BTW my old 85 900 turbo had a decal and warning in the owners manual to idle at least 30 sec before shutdown but that was in the days before water jackets and other technolgy was used.
