From what I've been able to gather, the 8-year warranty is primarily the oil sludge issue. Yes, that can lead to timing chain issues. But as far as I know, the primariy failure mode of the oil sludge is a sudden blocking of the oil pickup screen, with a catastrophic engine failure due to oil pressure loss. That would be bottom end and bearing failures; the timing chain can live without oil a lot longer.

There may also be a crankcase overpressure issue due to the PCV valve, and that was/is a design issue. I don't think that the sludge is necessarily a design issue; maybe making the oil pickup screen coarser may help, and possibly there were some design changes that caused hot spots in the engine, degrading the oil faster. But that's just speculation on my part. I personally believe that the industry-wide oil sludge issue is due to the industry-wide trend to longer and longer oil change intervals. Yes, you can get away with a lot with modern engines and oils, but the safety margin is significantly cut. All it takes is some harsh use - short trips where the water isn't boiled off, and/or a missed oil change, and 7500 becomes 15,000.

So I don't think there is a timing chain design issue, and short of the PCV issue, any unusual wear of an oil-washed component leads me to worry about all the oil-washed components.

You could always buy the car and hope that any failure gets covered by the warranty. But to get to your first question - what to replace? I would assume all of the timing chain componentry at a minimum - chain, sprockets, guides. If the timing chain is worn, makes sense to do the balance chain. At a minimum inspect the balance shaft sprockets. If I had the engine that far apart, I'd drop the oil pan and clean the pan/screen of any sludge.
I haven't priced the components, but I'd guess around $800 for parts - just a guess.
