Don't know if you read the owners manual (I'd guess not), but it says NOT to engage the parking brake while the car is moving. The design of the 9-5 parking brake is similar to a drum brake in that is uses two shoes in each hub that expand outward to provide the braking force. One aspect of drum brakes is that they are self-energizing meaning that once contact is made between the shoe and drum, the shoe pulls itself into the drum with increasing force. This may be the reason you can't 'modulate' the grip force. Disc brakes, by contrast, do not self-energize. Guess I learned something in my automotive engineering class after all.
