Rear brake noise and zero E-brake modulation question..

I've noticed lately when my car has been sitting around for a while parked, when I start to drive off again, I can hear what sounds like my rear brakes screeching/humming.
This only happens at very low speeds, typically when its cold and only after I initially start driving off. It does go away after I speed up enough or keep driving for a few minutes.
Just wondering if its maybe due dirt build-up on the rotor/pad or if the e-brake cable is starting to go, or maybe a sign of a stuck caliper?
I've also noticed my e-brake has absolutely zero modulation to it. It feels like it clamps down full force, or nothing at all when experimenting while driving.
I've already had to leave a few skid marks here and there because of this.
Most others cars I've driven, have always had easily modulated e-brake handles.
This one has absolutely zero and it engages very violently when testing at low speeds.
Just wondering if anyone has experienced anything similar?
I still have the original rear brakes most likely..
