Get a volt meter, check volts to ground and volt drop from battery +ve to the lamp +ve terminal while the lamps are on. Note voltage drop in the +ve wire. Also check volt difference between lamp ground and -ve terminal on battery. One of these measurements will show a problem. One way or another, you are not getting battery voltage across the lamps. The harness connectors to the lamp housings can be looked at too.
Some have had problems with the Filament Monitor, popped the cover, found cracked solder nuggets and resoldered. Remove and reseat, check lamps then before opening the FM.
As for why high beam VS low beam, the two filaments have a common ground, so might not be a ground problem.
