If the spots are places where the corrosive brake dust has started t oform pits in the clear coat finish of the wheels, then perhaps a light rubbing compound is better than the scrubbing surfaces you described. I have used polishing compound in the past to remove those small pitted areas and as long as they have not become too deep,you should be able to make your wheels look pretty good. Might take a ton of Q-Tips and patience, but another great tool is a hgh speed rotary tool like a Dremel with some soft buffing and polishing wheels on which you use the compound.
If the damage is significant, consider having them refinished by a wheel shop. Alloy whwwl repair and finishing has become a big business today since alloys are on just about every car today but for the cheapest. Lots of shops can refinish a wheel as good as factory original.
