First of all, the dealership has to check identity of the owner when they do this.
Second, it will not start any 99+ Saabs anyway (well, with true Saabs at least, dunno about 9-2 and 9-7). Each key has a transponder in it (not to be confused with a keyless remote) and TWICE computer will only start the car once it reads a recognized transponder code. There is no way to program a transponder code in the key (it comes prerecorded from factory). Instead the TWICE computer needs to be programmed with each key code. This can only be done by bringing the car to the dealership and only after the car is started with a valid key.
If you loose the last key then noone, not a dealer, not Saab will be able to start the car. The Saab procedure in this situation is to install a new TWICE computer (new computer comes with two brand new keys).
A problem is that the key blade can indeed be made just from VIN number. This blade alone is enough to get inside of the car and steal items from glove box and trunk. But hey, the same can be done much easier just by smashing a window. I would actually prefer the thief to use a key - no need to clean up and to install a new window afterwards.
