What I have seen here in Los Angeles is that the parking brake cable adjustment gets out of adjust.
Keep in mind though that we don't have any rust issues here and stuck parking brake cables that would wear down the shoes in no time.
To adjust the cable you open the center console lid and lift up the mat at the bottom of the compartment, you can see the adjuster down there.
But even the Saab manual stress that the brake shoes should be inspected adjusted first of all just like Dean said.
Sorry to hear about the oil consumption. I wonder if it could be so radical that you actually have a too porous engine block so that the oil is sweating through the cylinder liner into the combustion chamber. This is just a wild guess though.
