This sounds like it could be a leaking head gasket and exhaust gases are blowing the coolant out of the reservoir. If the sensor is good and at 9 o'oclock, then it can't be boiling. Also if you check that the fans work on A/C, you will know that they are not the problem.
1999 was a bad year for loose head bolts.
Once you flow off coolant, then the head can be running dry and then boiling will occur, but this should result in an elevated coolant temp.
Look for signs of soot or oil in the coolant. Look for signs of coolant in the oil.... after running a bit to stir things up.
