I started having the same problem on my 2001 2.3lpt... I get a diagnostic code of 11 when running the check (press ACC and OFF button simultaneously)..
based on my research usually 1 of 3 things... 1) flapper is stuck .. 2) stepping motor controlling the flapper is shot.. 3) level arm that connects to flapper from stepping motor is broken
let us know how u make out..
