Perhaps two errors here. First the low torque reading. When you get that low on foot lbs, do the conversion & go over to an inch pound torque wrench. The clicker style have been accurate in my experience with the Craftsman tools that I use. Second is to clean all threads before reinstalling/torquing then lubricate. I have a Craftsman thread chaser kit that does a nice job. Clean the threads on both pieces before reinstalling, spray off the debris (if any) with brake cleaner but cover with a rag to avoid overspray. Use an anti-sieze compound when you have steel bolts going into an aluminum casting. The 3-M product is my preference. If the bolt that broke off sticks out the back side of the flange & you have access, it may be easier to take it out that way. Not familiar with the exact situation but hope this helps.
