replaced turbo CEL still comes on

I am looking for any and all suggestions. My 2001 9-5 wagon just had the turbo replaced at 96000 miles as suggested by Saab mechanic. CEL never flashed but came on intermittently since 95000 and he thought that would take care of it. It didn't. The CEL still comes on but there doesn't seem to be any rationale. Comes on when I fill the tank sometimes, comes on when closer to empty sometimes. It can come on while driving, but then go off when I shut the engine off and not come back on. The car has always been hard starting during damp weather..could this be related. Another Saab mechanic has suggested the O2 sensor, catalytic converter, on these posts I read a lot about replacing the DI cassette. I am at a loss, but having just paid $1100+ for a fix that wasn't, I am concerned that the other suggestions may be just spending more money. Most recently the Saab dealer suggested that if it isn't staying on all the time, and/or flashing, then not to worry about it and keep driving. I am not fluent in Saab the way many who post are, but I would appreciate suggestions for resolving this problem. Thanks.
