I've had this problem on various cars I've owned, including my '99 9-3. What happens is the lubricant in the cable dries out and you get that notchy feel in the gas pedal. What I've done is to disconect the cable at the throttle body end and feed some oil into the cable. This will take some time. You have to keep the cable upright so the oil can flow down to the other end of the cable. Move the cable back and forth while you do this to help work it in.
