There should be two bulbs in the headlight assy besides the bi-xenons. The one on the grill side functions along with the bi-xenons for high beams in markets outside North America. This bulb should come one when you pull the turn signal stalk to flash the bright lights. You can get these lights to work with the high beams but this requires modifications to the wiring and I do believe the additions of some relays. It has been explained or linked on the board but I don't remember by whom or when.
The little bulb close to the bi-xenons is for the city lights, another thing you get in markets outside North American. If you want the city lights to function, have your dealer or tech use a Tech II to reprogram the lights for Option 1. This will give you city lights in the middle setting.
If you get the light options reprogrammed to turn on the city lights, have them reset the fog lights to option 1 at the same time, then you can use your fog lights with the high beams or city lights.
