It's already in there (at least in 2002). What other markets have (and you won't if you simply jumper the halogen filament to the bi Xenon shutter motor drive) is a "burned out bulb" detection circuit.
The halogen high beam paired with the biXenons is a very narrow beam - it really throws the light far out ahead. By comparison, the Xenon on high beam is the same broad beam as on low, except the cut-off shutter is flipped out of the light path. Together, the halogen and Xenon make for a killer combo - either one alone is not so good.
