1632 = 16mm diameter, 3.2mm height
2032 = 20mm diameter, 3.2mm height
I've worked with lithium cells since the early '80s and have always used this as the measurement convention. In one Google search, though, a 2032 with a special prefix is supposedly equivalent to the 1632, but I'm not so sure I'd trust that (see link).
