Air Condition Cooling Problems - Is this typical?

The heat wave here on the East coast is in full swing. I've noticed that the hotter it gets outside, the less efficient the A/C cooling becomes. When it's in the mid to upper 90's outside and even with the A/C turned down to "Lo" (below the lowest numerical setting of 58), the air coming out of the ducts is barely cool. Now, when it is cooler outside (low 80's or below), the cabin interior is more comfortable but the air is still not cold out of the ducts. Heck, my '86 900 has colder, even fridged, air! My indie is going to check the refrigerant level however he advises me that most 9-5's have this problem. Any thoughts?
