Eric,
as I understand your problem, I was leading you astray, sorry.
However,
When I replaced the blower motor on my 9-5 (V6 sedan), there are two flaps on either side of the blower that (for lack of a better word) pop or flip into place on either side of the blower motor. It appears that when up (or closed), it forces the blower to draw (or recirculate) air from inside the car and when down (or open), allows the blower draws air from outside the car.
These flaps enclose the blower motor, sort of like a cocoon.
I don't recall any levers from inside the car actuating these flaps.
My parts diagram does not list a part number for these items. They are called "shutter, fan, serviced with A/C/heater module assy". There is a "motor, recirculator" p/n 50 45 7111.
It was about a year ago and I can't honestly recall what made these flaps open and close, but I do remember I accessed them from outside the car and it was a fairly easy job.
From reading your description and that of Seanc's, I'm assuming your talking about replacing the "air recirculation motor". The first step in the replacement of this part is "remove the glvoe compartment".
