I would be suspicious of cupping. I had this problem even though I rotated the tires every 5K miles. The symptom started as the tires wore and kept getting worse. Replacing the tires solved the problem.
Run your hand across the tire...you can feel tires that are cupped. Also, you can try rotating the tires front to rear....if there is a difference, be suspicious of cupping. If you haven't been rotating your tires, you may get away with replacing only the rear tires...and shocks if they are worn (leaking, or more than 70K miles).
The more aged the rear shocks are, the more likely you will see cupping develop. Generally, this happens on the rear tires.
