Weight transfer is the reason front brakes are bigger. And I don't think I agree with your assertion "it is always best to have the greatest traction in the front" and I don't think that's the same reason as the weight transfer requiring bigger front brakes. I don't think it's so important to have the greatest traction at the front or the rear as it is to have the greatest traction or weight over the driving wheels, at least in inclement weather. In racing applications it's big tires to the rear everytime.
