Got a Mustang once in which none of the gauges worked. A Toyota that had the oil light come on going around an onramp (I added oil and they reimmbursed), and a Dodge Stratus that had a tire that had clearly been run nearly flat. I think they do zip maintenance.
That tire had a nice deep gouge all the way around the sidewall, almost to the cord. If I wasn't in the habit of adding air to the tires of rentals to make them handle a bit better I might not have noticed it--until it blew on the highway (it was a 750 mile round trip--50% highway).
They gave me another car, but it was at a different office and it added a couple hours to the whole trip.
I've never had a car from them that was really dirty, but some Enterprise cars do seem fairly worn. Otherr times I've had almost new ones. Seems to depend on luck and the local office.
