I just had a similar issue this past week (in NJ)...I brought my 95 in for 20k maintenance, scheduled it weeks in advance with a planned loaner. When I got there they had already given out the last loaner so they set me up with Enterprise. I got a Grand Am that was completely filthy. It looked like they just rinsed it with a hose to hide the scratches in the paint, but it had a film of dirt all over, a broken mirror, dents, etc. The rental was covered by the dealer except collision...which they wanted me to pay $20/day...which bothered me, because if I got the Saab loaner there would have been no charge. I declined the collision thinking as with all my past rentals that I'd be covered thru my major credit card...but afterward it occurred to me that I didn't rent the car with my credit card (Saab paid for it). Hence, not sure if I would have been covered has I gotten in an accident.
