You have to read Lou's fine print "perfect condition". I'd be hard pressed to note how much time and wear would keep them within his tolerance!
My pulleys showed no sign of a problem when I was on the receiving end of a pulley failure in the middle of nowhere in 5 degree weather, I would just change the pulleys with the belt. The really cold weather can be a harsh wakeup call. They are relatively cheap insurance and should just be on the maintenance list IMO, especially since you're already doing all the labor to get the belt done anyway.
The short belt option came out just after my breakdown, it would have saved a ton of work getting the center pulley out.
Even though Lou is referring to '99, I was one in a line of Saabs with the same problem when mine went in that cold snap. The others were newer models, so the problem hadn't been corrected yet. None of those owners was much happier than I was (although some of them were under warranty).
