If you live in a cold climate (which I used to do) it is always a good thing with a block heater since it saves on engine wear when starting, better fuel economy from get go and the warm engine helps heating up the interior quicker which makes you feel better.
As for fighting sludge accumulation, nothing is better than shorten the time and miles between oil changes. 6 month or 5000 miles between oil changes using high quality oils or 3 month 3 K miles if you want to use the quick lube places and low grade oils.
If you don't care about engine wear, fuel economy and the warm interior idea, you can skip the block heater. The money saved on electricity can be used toward more frequent oil changes.
