New brakes lack grip?

Hi all, got new brakes (rotors & pads) all around. Not sure exactly what brand, but think it is OEM, done at indy shop. Stopping is not what it used to be at all, rear tends to lock up (ABS kicks in) well before fronts. In fact, can't even get fronts to lock up. After two or three hard stops, brake fade was very bad, almost dangerous, had trouble pulling into my parking lot. Got out of car, and rear brakes were visibly smoking! Indy said to drive normally for 500 miles and brakes will be fine? Any truth to this? Also, when one purchases a new car, there is no 500 mile brake-in period for the brakes that I have ever heard of, new cars seem to stop excelent. So any thoughts? One other observation: front pads do not sit parallel to rotors, when observed, the pad inner/lower area is nearly touching the rotors, but the pad's upper area (the area further away from the wheel hub center) has about 1 cm of space.
