a) thanks to a brisk turnover of stock, the only way you could now have a DIC suitable for replacement is if the dealer has a *DIC Cellar* where he ages them for a couple or three years, like some people do with wine.
b) It is SOP in the industry if a recalled part fails before the recall takes effect, that the owner is reimbursed for the part. The only issue is whether you purchased the repair part for your own inventory or if you really did in fact replace a failed original part. Having a well used part already on a car that came from the factory with a "bad" part would seem to me to be a good indication that you did the latter.
c) by installing the DIC yourself, you missed out on updating the car computer program. The computer update is an important part of solving the DIC failure problem. Even the updated units will, IN MY OPINION, exhibit a significant failure rate if driven by the original program. The computer update takes a half hour or so to perform - not counting the time connecting the Tech II to the car, the tech's computer, and pushing the "start download" button. Presumably that is also part of the recall.
