air flow near the separation point.
All spoilers, wing or lip mounted, increase drag. There is no need to have air flow underneath the spoiler to generate a down force. The down force is generated by a change in direction of the airflow. In fact, if there is a space underneath it, it can create lift than down force (depending on the shape of the spoiler/airfoil).
If you look at the old 900 and 9000 turbo cars (non-turbo usually don't have trunk spoilers with few exceptions), I believe they all have lip/trunk mounted spoilers. These spoilers don't do much at low speed but can generate some down force at highway speed. Also, take a look at what they use at NASCAR, they don't put those trunk spoilers on for looks.
