Yes, You are correct in your comments, all foils have a drag component, but it is generally the enemy. Depending on the geometry the foil, the in flow characteristics, and interference drag, it can generate lift in either direction. This new design will probably generate some down force but it will generate way too much drag by my estimations unless there is some very unusual effects taking place that are not obvious. I am an engineer and I work in a hydrodynamics research facility. We measure lift and drag on submerged bodies regularly, mainly Americas Cup racing yachts. I will try to get a picture of one to post. Perhaps I am giving this way to much time but I always appreciated the thoughtful engineering that went into Saabs. This spoiler is a spoiler.
