You would likely do just fine changing only one but the advise I remember on this subject is that whenever possible, you should have the same type and size tire on each axle. Otherwise the different handling side to side and sucker you into doing something you didn't want to do.
Also of note is that you would be better off with the 16 inchers on the front as this should give your more understeer (assuming the winter tires have less traction than the summer tires). Understeer is boring but safer than the oversteer you would get from having them on the rear. Oversteer is when the rear end breaks loose first and heads off for the gaurd rail/trees, etc. Oversteer can be a blast with a rear drive car where it can be controlled with the throttle but it is scary on a front drive car.
