The rear axle frame partnumber is for a 2005 9-5. Just that is an indication that some changes has been done from year to year.
98 to 2004 axle frames are all superseded to the 2005 number.
The parts catalog also instruct to use those 2 + 2 bushings when installing that axle frame on older models (late 99 to 2004). 98 and early 99 use 2 other bushings when using that axle frame.
I feel Saabs EPC program is one of the best on the market compared to other car makes that I have used but it can't help out of the person using it doesn't understand or if a too old version is used.
EPC comes out about 4 times a year with updates and supersessions.
