Saab initiated a recall of wheel lugs a couple of years back after learning of lug failures due to owner/tire technician carelessness in northern markets.
IF your car is driven in northern states, and IF you use steel wheels with dedicated winter tires, there is a possibility of corrosion forming on the hub surface. IF this corrosion is not removed when mounting your summer wheels, and IF the lugs are not adequately tightened, there is a possibility for the corrosion to break loose later. IF this happens, the wheel will become loose on the hub, the lugs will begin to see repetitive impact loading from the wobbling wheel, and one or more lugs might fail.
If you never use steel wheels, you will never have a problem. If your car is a southern car, you do not qualify.
Different Dealers approach this recall differently. My local Dealer (under former ownership) would only replace the lugs if they mounted, or saw mounted, winter tires with steel wheels on the car. Other Dealers are rumored to have done this recall for all owners regardless of whether steel wheels are ever used. And some posters have reported receiving new lugs in some pretty warm winter weather areas!
IIRC the official recall notice for the wheel lug issue limited its scope to only those owners who used steel wheels in winter. I eventually received the new lugs after making a winter time service appointment while my winter tires and steel wheels were mounted on my car.
