Based on the predicted failure rates and the listing of "improvements" made over the years - Quality Package 1, a hardware change, was supposed to improve things for MY2001. MY2001 was the worst of all. QP2 was implemented for MY2002, and it was better than QP-1, on a par with MY1999. I don't remember if it was a little better or a little worse. QP3 (hardware) and QP4 (software) were implemented in MY2003 4 cylinder models (only QP4 for the V-6s), and solved the problem. CP 4.5 consists of a part number change.
NHTSA clearly has a cut-off for on-road failure rates requiring recall. A no-start condition doesn't qualify - it has to stop running, leading to a scenario of potential safety hazards (stuck on railroad tracks, turning left in front of a truck, etc.) Apparently the 1999 models failed to qualify. Perhaps the Rev 1.0 DIC is more likely to fail-to-start, but less likely to fail when running. Perhaps the statistics showed that the number of unrepaired 1999 models is too small to warrant a recall. Perhaps the government has amnesia and thinks the world started in year 2000.
At least there is a silver lining to MY 1999 cars not being recalled. There will at least be a market for the spare DIC I bought on eBay a couple of years back...
