Well I've got a 99 also and when I have a issue with that system or get that warning message I'm going to go for the battery replacement straight away.
I hate going to the dealer even for warranty work. My wife's 2004 9-5 ARC has needed to be bedded in 2x to the dealer, and I get the associated hassles of not having a car, having to be driven to the dealer to get the car, loss of time, etc. And the typical dealer service guys seemed to be trained "we may need to keep the car overnight" yeah, right on, make my life easier for me.
Only bonus is that when the heat by pass valve failed the dealer washed, wax, and vacuumed the car - something I avoided for a very long time.
According to service guy, by pass valve failures are "common" on 2004 and later for real SAABS.
