Does not sound like a thermostat to me. if it was stuck closed it would overheat in while driving and it would probably gurgle and burp a lot. if stuck open you would not be overheating at all, but slow to warm up.
How often do you change the coolant? generally recomended to flush every 2 years. I use the Saab OE "Blue" coolant in my '01 aero
and if you suspect a plugged rad, surely a flush could not hurt. looks like a bear to remove the rad (pretty tight) but I've not done it.
have you considered the fans? my older saabs (C900T and 9000 aero) are notorious for failed relays preventing the fans from coming on, resulting in similar situations as you describe.
