PCV #6 install question

Anyone know why the oil filler tube has a check valve that doesn't allow it to vent to the intake side of the turbo? Maybe this is by design but it doesn't make sense to me. If you look at the installation instructions, you see the check valve to the oil filler. The arrows are pointing towards the filler. Any ideas?
