Since the lug nuts is a cap nut, your chances of getting any penetrating oil into the threads are slim. A really long bar might work, but make sure you have a high-quality 6-point socket as well. The other option is drilling - start with a pilot hole, enlarge it slowly, the try the penetrating oil and an impact gun. You'll have a much better chance of getting the oil into the threads this way. Make sure you use a good drill and bits, and cutting oil so you don't dull the bits.
If you're really adventurous, you could try MIG or TIG welding a nut to the end of the lug nut and then cranking it off. The heat is very localized and would probably loosen the lug without even making it to the hub or bearing. Just make sure to shield the wheel. FWIW, I've done this with broken or stuck studs, but not with a lug nut.
